Create a own Logon Message

1. Start-Run-type regedit then enter

 2. Go to bellow place  
       HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon

 3. right click LegalNoticeCaption and click modify
    type anything you want
    click ok

 4.  Modify legalNoticeText and click ok 


 5. Restart the computer
